Bypassing Cooldowns

Hello,
I wonder, if the charge that is used to bypass a cooldown (flicker, cold snap etc.) still counts for the action it has been spent for.
For example:
I have 6 power charges and i use cold snap of power while its on cooldown,
does this cast get 6x50% or 5x50% increased crit chance?

For the new consecrated path of endurance they specifically stated,
that the spent charge doesnt contribute damage and aoe but what about other effects per charges from items?

The game doesn't snapshot your stats (or charges specifically) when you use a skill. It just checks your stats when it needs to: when a hit happens, or when DoT is created.
