Vendor recipe "lvl20 gem + GCP -> lvl1 q20 gem" does not work

It's an important change to make the game more fun to play. /s
With that said, it does appear that quality points are significantly cheaper in lab runs than gem experience points. I haven't done math on it, but it looks like max quality requires maybe only a third of the runs that max level does. In that sense, the old recipe would be expensive to use. Let each player choose which version of PoE to play:
