Mind Over Matter / Agnostic interaction?

If you reach 0 Mana while you have the agnostic keystone + Mind over matter + RF. your mana will stay stuck at 0 and refuse to move. I have more than enough mana regen to sustain RF in hideout and in maps as evidenced by this video. I will also show the mana being stuck at zero in this video when only seconds ago it was able to sustain on its own and nothing has changed. https://www.youtube.com/watch?v=Cz49FxHMRyA

I found the same issue and did the some testing:

With 30% of mana/s, 60% MoM, Agnostic, RF: regen doesn't stop

With 12% of mana/s, 60% MoM, Agnostic, RF: regen stops

With 12% of mana/s, 0% MoM, Agnostic, RF: regen doesn't stop

With 12% of mana/s, 10% MoM, Agnostic, RF: regen stops

With 12% of mana/s, 10% MoM, Agnostic, no RF: regen doesn't stop

It was too hard to test 0% MoM with 20% of mana/s, I would need to seek a siphoning rare.

It seems to be a bug with MoM + Agnostic + RF (or maybe any dot, didn't test other dots) where Agnostic starts to drain 20% of mana (max drain). So if you have 20% of mana/s, regen won't stop.

I saw in other threads that for some reason taking one of the life masteries that gives you "you count as on full life at 95% life" fixes the bug. it did fix it when i tested it. not ideal but whatever i guess doesnt seem like they care about fixing it clearly its been talked about and known about for years at this point.
