Perfect Spirit of Fortune spectre Wrath not working

Wrath cast by the Perfect Spirit of Fortune has no impact at all on my spell's damage. I'm running stormbrand and the tooltip stays the same regardless if my spectre is on or not. I don't think the lightning damage is lucky is working either. Please do look into this as people have altered their builds to accommodate these new spectres into their build at the cost of other gem slots and gear.

Yes i tested it too , it works only the lightning damage for attacks , but not the more spell lightning dmg :(
I'm born tired , and i live to rest :)
