Berserker Bugged - War Bringer Doesn't Work (Sometimes)

Hello,

I was playing my vaal ground slam character with hateforge and noticed that sometimes when I have under 25 rage and use a warcry, I do not get rage from the warcry even though I am specced into War Bringer.

My guess is that there is some kind of delay in the game as this issue doesn't occur if I sit there for 1 second at under 25 rage. This bug does occur when I drop under 25 rage and almost immediately (0.25 second ish) warcry to get back rage.
