How does spell echo works?

I currently have 7.47s Cast Rate on my skill, does this mean my spell echo is actually repeating 2x the amount of cast in that time to 14.94?
Or 7.47s Cast Rate is my real cast rate with spell echo in this span of time? Last bumped on Dec 16, 2023, 10:37:43 PM
