cast when damage taken gem use

I cannot figure this out can someone make it simple and tell me what level cwdt gem needs to be steelskin needs to be frenzy needs to be for this to work i cannot activate steelskin or frenzy even though i take enough damage.i know its probably a simple solution.Thank You

For example, lvl 1 cwdt has "This Gem can only Support Skill Gems requiring Level 38 or lower". 10 lvl Steelskin has "Requires Level 36", and can be used with cwdt. 11 lvl Steelskin has "Requires Level 40", and cannot be used with lvl 1 cwdt.

You also cannot have 2 triggers supporting the same skill. It will disable both. If they are socketed in a weapon with a trigger craft, or have 2+ trigger supports, etc then it disables everything.
