Chilling Presence / Chilling ground + Frost Blink of Wintry Blast Interaction

TLDR:
"Chilling Presence" does not reaply Chill once removed by "Frost Blink of Wintry Blast", however, if enemy is standing on "Chilled Ground" it reapplies the Chill of "Chilling Presence". This seems inconsistent, shouldn't enemies within "Chilling Presence" range always be chilled, regardless if the Chill was recently removed or not?.

When the new Gems dropped i was unsure if i wanted to play "Lightning Conduit" + "Shock Nova" / "Crackling lance of Disintegration" as both scale Max Shock to oblivion or a "Frost Blink of Wintry Blast" 40 max chill Elementalist.

Because i am currently using a Potato for a PC i went with Wintry Blast as it involves a lot less particles and VFX.

When i finally got the settup i noticed that
A: FBoWB removes the Chill from CP, however,
B: when i dash away with normal FB, the chilling ground now applies CP chill until i move further away, at which point the enemy is applied the FB chilling ground Chill.

This seemed odd. I assume this is an update trigger. Where the enemy thinks they are still chilled by CP, but because FBoWB removed it, it does not realise it. So the Chill is never reapplied until a new chill is applied when it realises "OH, i'm still in CP range, i should probably use that instead".
