The agnostic + RF of arcane devotion + MoM + Skyforth Sorcerer Boots

I dont know if this is a bug or iintended design.
It seems that when i use the combo of : The agnostic + RF or arcane devotion + MoM + Skyforth Sorcerer Boots, all works fine but when i reach 0 mana i cant regen it.
