Penance Mark and Black Cane Mechanics?

I was wondering how Black Cane calculates its damage bonus when you summon Phantasms through Penance Mark from Choir of the Damned in the Warlock of the Mists Ascendancy class. Black Cane Wiki states it calculates damage from amount of Phantasms and Level of Phantasms, but I'm not sure how Phantasm level is calculated from Penance Mark. The wiki states that if you get Phantasm off of a Level 83 Mob it creates one of equivalent value, but is it a Level 83 Phantasm? If that's the case it seems like this is a super broken combo.

I'm pretty sure Black Cane considers phantasms - your minions, not phantasms - enemy monsters created by Penance Mark.
