Charm Effect - Culling Strike

Does this Culling Strike effect affect minions too? I wish to play SRS and have the charm, but not sure if it will affect due to it being item sourced and not support gem.

If it doesn't specify that your minions then no.

No, but you can still cull by using any skill that hits, including Flame Dash or other movement skills. As an SRS build though, you will in at least mid-late game probably get Culling Strike from an AG with Kingmaker.
