bug - no regen or recharge on energy shield randomly

getting random energy shield bugs where my Shield will not regen or recharge. only way to get it to work again is to leave map and go back in.
I have checked and have no debuff, The map is also not rolled with any regen mods etc... I have also sat still for over a min and still nothing changes. seams to happen about once or twice within 10-15 maps.
