Ping issue with different server IP on same Gateway

Singapore Ping is 100-110ms when viewing it from the Login menu.
After logging in, my ping is either 100ms-120ms OR 250+ms depending on the Server IP i connected to (all on same singapore gateway). Looking at the attached image, if i connect to server IP starting with 203.27.106.xxx , then i have 250+ ping. Changing zones/maps/areas changes these IP. If the zone is any other IP other than 203.27.106.xxx , i have good latency. How can i force my game to ignore the BAD ping server when changing zones/area/map? Attached below is an image of my resource monitor after i entered 5 zones in act 1 itself all within 1 minute.
