Power Charge on Crit not gain power charges

Hi, i cant gain power charges from Power Charge on Crit support gem. I've tried many combinations (with or without manaforged)

I linked it with frenzy or ligthing arrow and dont get any power charges.
Got 30% crit chance.

I reloged to standard char and worked well.
