Regenerate 3% of life during effect Craft on flasks does not function

Per the title, I have a crafted quicksilver flask with Increased effect and reduced duration as well as the Regen mod, with the pathfinder ascendancy node for 30% increased magic flask effect, as well as 15% flask effect on the tree.

Tested by damaging myself with the Skills cost 30% of mana as life and then pressing the flask, with no native regen, life does not move.

Life difference is from the 4% life per flask use(I pressed quicksilver twice here) with max hp of 3268

No Vaal Pact or anything else that would prevent regen, as far as I can tell.
