gcp lvl 20 selling for 20 quality does work

trying to sell a lvl 20 splitting steel to the vendor with a gcp doesnt return a lvl 1 gem with 20 qulaity.

I assumed u cant flip active skill gems anymore - only the support ones work for the gcp flip
