Mechanics question [Impale and Call of Steel]

By default, impale stacks last for 5 hits, if I didn't have 100% chance to Impale then an attack might consume a stack and not add a new one, will this same thing happen if the attack does no damage at all? Like if I wanted to spam a bit of frenzy or static strike to buff up my totems and these attacks have little to no impale chance.

Yes, reflected damage doesn't care about your damage modifiers (unless it specifies "reflected"), so Ancestral Bond doesn't prevent Call of Steel from dealing damage.
