Wisps empowering monsters that drop no loot feels bad.

The challenge created by Wisp Empowerment doesn't make sense when applied to monsters that don't drop any loot at all, it just makes some monsters unnecessarily strong for no reason.

For example: Betrayal Scientists. They drop no loot, but when empowered by Wisps they can destroy research so much faster and also take a lot longer to kill, which is compounded when Syndicate Members are also empowered, causing the fights to last longer and thus giving the now-stronger Scientists even more time to destroy enough evidence.

Another example is some Phased Bosses, like Abberath the Soul Drinker. When I was running through the campaign his first phase was empowered by all 3 Wisp types making it a really tough (but much more engaging than usual) fight, however his second form wasn't empowered at all, so all the challenge of the previous phase meant nothing since the phase that actually drops loot wasn't buffed.

There's also an issue with Frozen Legion mobs taking too long to break out due to the damage reduction, but that's more understandable since they don't spawn a new mob when destroyed.

oh, yeah, we already had things like this, with abberath for example, happening in the past. You would say they learned from that... well, we were wrong.
I feel like this is gonna be a standard league all over again.
League mechanic already not worth the effort
