I can't change the texture quality below medium with "production_config"

So,
My PC stopped working and had to buy laptop with alright GPU however it is 8 GB of ram and when changing from direct 11 into Vulkan it takes a while to load up and then all textures are unloaded for few seconds and the ram usage goes from 2GB to 300-800MB then it loads up and it goes up being high.

I've searched online how to lower texture quality as this would increase the performances since it would lower the ram usage quite a bit...

however I've tried changing the "texture_quality" to 4 or 5 and not doing NOTHING. yet there's a old 11 years ago reddit post show casing how bad it looks "PSA: You can lower the texture quality below "High" and "Medium" to help reduce FPS issues." I'm thinking maybe because of dynamic culling?

I can play darktide fine on this laptop, however poe keeps on freezing even being installed on ssd. I've tried before the league and didn't have any problems. I just wnna lower the ram so i can watch shows in background but looks like changing textures on config file not doing nothing..

That possibility may be deprecated.
Try lowest resolution and FSR.
Also keep in mind one of summer patches changed poe engine in a way some people (like me) with old but decent hardware can't play on lowest.

the reddit post was 11 years ago, I guess can't make the textures low quality anymore which is a big shame because in essence it's that causing some of the shuttering and it would use much less ram.

I've tried using lowest resolution and just uses the same amount of resources and feels like playing super zoomed in ha.
oh dam I knew on pc sometimes it froze but even so loading times aswel is super long. Not sure what to do I've tried resetting my laptop and everything I even clear my ram cache I was thinking off quitting this league can't get a PC till next year.

I think few years ago when they brought DX11 or removed DX9 they also removed low textures.
Also bloom was added and shadows which we can't turn off.
