Heratic's Veil Life Reservation not working as expected

I have Sanguimancy(50% life reservation efficiency), Reservation mastery(+20% life reservation efficiency), and Heretic's Veil(socketed curse gems have 30% increased reservation efficiency) for a total of 100% efficiency. IE should not reserve life for a despair curse gem, and it is reserving life. The wording on Heretic's Veil doesn't specify mana reservation efficiency so I expected it to work with life reservation as well. If the intent was only for mana it should have been stated in the line item description. Please clarify if it should or should not work!
