Transform a Skill Gem to be a random Transfigured version

Is it just me or is this option incredibly rare? I've done 6 normal labs and 9 cruel without seeing it.

I actually just got it in Normal Lab, but everytime I put a skill gem in it says the gem i put in isn't a skill gem.
