Is the ground DoT going to be stackable or will there be a change to the skill itself to allow attack damage to affect the damage over time of the ground aspect of the ability?

Would be interesting, but they chose high base damage instead. Probably a chilling area is not something that should be scaled with attack damage, they decided.

So do you think it’s viable? Like with bonechill and what not?

Viable is a pretty subjective definition. I haven't touch the skill anyways, even in PoB, so I can't answer if it's viable. Good supports should be: Elemental Damage with Attacks, Elemental Focus, Hypothermia. Considering spell cold DoT builds use several skills for single target boosting, I expect Frost Blades of Katabasis will also need assistance.
