I have Coated Blade passive, and I am right clicking the tincture... why wont it apply?

How the heck do I get my tincture to work?

Did you put it in a potion slot and then click that number?

I had not - that isnt how the item description reads. The item description reads "Right click to apply this to your weapons... Requires the coated blade passive"

When I put it in the flask slot and "turn it on" I still see no change that it is actually applied.

So presuming that this is working, despite the fact that I dont see any indication that it is, even with coated blades, tinctures only apply if you use a flask slot? I knew that would be the case with out the passive. But the way it all reads is that with that passive, I could apply it without, and then have another in a flask slot. I.e. two tinctures; one flask slot used.
