Cannot download new patch

I cannot dl the new patch, it just sits there at zero. I have closed and reopened. I even changed to a different connection. It's just constantly at 0b/s. What is happening?? Is EU dead already?

same problem (downloading with 2 computer, 1 with ethernet connection and other with phone connection)

Doesn't work here either, random speed and then goes down to 0.
