How new transfigured Split Arrow works?

I'm really don't understand what description of skill means.

It says that all arrows will hit one target if target is alone or what?
And arrows are homing or what?

its the same as everything that splits off the target instead of firing in a cone, basically it fires 1 projectile and when that one hits it auto targets at X nearby targets (where x is how many arrows it fires)

It won't hit the same target multiple time, basically works the same as frost blades, splitting steel or snipers mark etc.
