Lingering Blades and Skill Order

Now that there is no version of Ethereal Knives that leaves lingering blades, and the base version of Blade Blast doesn't detonate Blade Vortex, both Blade Blast (available at 16) and Animate Weapon (available at 4) are looking a little difficult to get started until Bladefall is available at level 28. Is there any thought about adjusting the relative levels of some of these skills, to enable them to work earlier in the campaign?
