String of Servitude

Hello. Question is about String of Servitude belt with 2 implicit drop.

On trade there are lots of 80-81 ilvl non from reliquary belts.
Alva boss drops items with +2ilvl, so temple was 78-79 lvl.

On wiki it says "If the temple's area level is at 80 or more, Strings of Servitude has a chance to drop with two corrupted implicit modifiers."

Where is a mistake?

You don't think different item levels can drop from the same map tier?

It is fixed with area lvl and depends on mob rarity.

Rare and unique Monsters drop items with monster level +2

so what area lvl it finally drops from? 78+ or 80+?
if 80+ as said on wiki, how is there ilvl 80 belts if it drops only from boss (+2 ilvl)
