Frostblink of Wintry Blast interaction with chilled ground

As per title - does the new transfigured version of Frostblink remove chill effect from chilled ground to boost the damage?
If so, what is the condition to reapply the chill, e.g. enemy moves, or new ground is created? Last bumped on Dec 6, 2023, 8:03:41 PM

It will work with chilled ground since it constantly reapply the effect. It won't work with Chilling Presence or Chilling Aura from Skitterbots.
