Why use The Three Dragons?

Hiya guys, I've been playing with a Lightning Conduit Elementalist, and it's been a great time! Everything works well, but I'm a bi confused as to why I'm using a Three Dragons Helm. Is there some big damage bonus that it's giving me I'm not aware of? I'm only scaling lightning damage and shock effect, it's not like I'm an ignite or freeze build, I'm a bit confused as to why this is the helmet used of all helmets. Thank you!!

Because freezing enemies is huge defense buff.

I am now familiar with this build off hand, but I suspect it's being used for two reasons; the first is that it's a high resist helm in a build without a lot of space for resist else where. The other is that because all of your damage can shock via your witch ascendancy, you still get to shock, but now you can also freeze, giving you some control of the speed of the game, slowing things down keeping you a degree safer (thus allowing you to skimp on defense for more offense).
As others have said, defense.

Another way to achieve it is to convert lightning to cold via 2x Call of the Brotherhood, get freeze chance, then wear Heatshiver to get up to 140% more damage to frozen targets. (in next patch, only 60-70% more damage)

That plus Annihilating Light is probably the best damage potential using the Conduit Freeze setup, but is harder to manage defense and resistances.
