No, Ralakesh's Impatience would grant you access to any modifier that says "while at maximum Endurance Charges," but you'd still have 0 Endurance Charges.
Idk the boots say "count as having max endurance charges" not "you gain max endurance charges"

Arn's only prevents you from gaining endurance charges not having them. If the boots say "you have them" then my logic says this should work.

Im open to being wrong as with anything in this game but it might be something we need the actual patch to test. Or a post from Mark or an update in the FAQ

Yes, new Ralakesh's Impatience doesnt give Endurance Charges, but it gives all stats as if you would have maximum Endurance Charges.
So if i have some way to gain Endurance Charges then i think with Arn's Anguish i would gain Brutal charges while having all bonuses from Endurance Charges.

I've never used the belt, but I don't see how you can have Endurance Charges with a minimum of zero and no way to gain them. I suppose in party play you could have them shared with you or use a steal mechanic. Nevertheless, since the belt isn't changing, if there is an established method it should still work.
Its "modifiers to minimum endurance charges" not "you dont have minimum endurance charges."

I dont see anything on the belt that removes your 3 minimum endurance charges.

Right. But the actual number of Endurance charges you have would be 0.

It's my mistake, i asked the question wrong.
My point was if with new Ralakesh's Impatience im counted as if i have maximum Endurance Charges (and have same stats that i would have having maximum Endurance Charges), then with Arn's Anguish i can have Brutal charges while being counted as having maximum number of Endurance Charges.

Ralakesh's Impatience has a line that says Count as having maximum number of Endurance Charges, so we dont care about minimum Endurance Charges, Arn's Anguish has a line that says Maximum Brutal Charges is equal to Maximum Endurance Charges, it means that maximum Endurance Charges stays untouched.
