Packet loss on Australian Servers in peak evening hours

I am getting a lot of packet loss that happens every few seconds, making it impossible to play as things just stop happening every few seconds. Used WinMTR to track 500 odd packets. Do the 2 hops that seem to have a lot of loss belong to the game servers or my ISP? That way I know if I need to speak to ISP and who/what the issue is.

No one else heavily using the internet and 1000/50 connection. Speed tests are all in the 900+ mb/s range, so no other issues except trying to play poe.

Same issue for the past maybe year or so of leagues.
Completely unplayable without a vpn.
