Intense screen flickering

I've been experiencing significant screen flickering for the entirety of the recent league. This is what it looks like in each zone: https://imgur.com/a/erOquw1

My setup:

32GB RAM
RTX 3080
i9-10900K
Windows 11

Steps I've tried to fix it:

All renderer types and resolutions
Running packcheck.exe
Deleting cache folders
Deleting config files
Removing PoE from anti-virus real-time scanning
Updating drivers/Windows (experienced the same issue in Windows 10, so I reformatted and upgraded)
Running memtest
Reinstalling PoE

Is there anything else I can try? Anyone else experiencing this?

does that happen in other games too? Maybe it's a hardware problem
Try something like Furmark test, it's usually good for revealing GPU hardware problems. If it is - that flickering will appear in Furmark aswell.

Thanks for the reply. I don't get the flickering in other games, but I've had a couple random crashes in D4 (runs perfectly on ultra) and Bioshock: Infinite (just run as a test). I tried Furmark and experienced no issues.

I submitted a support ticket to EVGA to see if they have any additional suggestions.

This looks more like the game is actually incorrectly rendering a particle effect. When you look at the NPC lying down in the bottom left corner, when one of those flickers flies past him, it illuminates the character model and the ground. So this is something in the game.
