"Less" is less than "Reduced"? (Mana Cost)

with other resources "reduced/increased" is applied before "less/more" - is this also true for mana cost?

say I already have "60% reduced mana cost" and then have the choice to acquire another 20% of either 'reduced' or 'less' mana cost, would the result be:

60% reduced + 20% reduced = 80% reduced mana cost, and/or

60% reduced +(or rather times) 20% less = 60 + (40 x 20%) = 68% reduced mana cost?

Yes.

Indeed.

This was the reason they changed 'reduced mana reserved' to 'increased reservation efficiency' - the closer you got to 100%, the better the stat was. Now there are diminishing returns on it.
