Valako's storm embrace

I'm trying to see if there are any catches to VSE, considering trying a Chieftain for the first time in years, and I don't understand the PoB output I am getting (https://pobb.in/ziGEQS25bHYb)
According to the PoB, my maximum cold and lightning resistances would be 77%, but maximum fire 86%.
But VSE doesn't seem to be considering modifications to maximum fire resistance to the other maximum resistances.
In fact, un-allocating VSE and re-allocating it doesn't seem to change anything.
Am I failing to understand VSE or is there some sort of error in Path of Building?

You simply don't have enough resistance to reach the cap on your other resistances. If you add something like an Aurumvorax, you will see that your resistances behave as expected.

You can also see your maximum resistances in the Calcs tab, which is a great place to check numbers.
