Flicker Strike Attack Speed Much lower in game compared to POB

Hi everyone, I'm a fairly new player. I'm trying to replicate TbXie's Flicker Strike on a budget. One problem I have ran into now is my DPS is really low due to very slow attack speed.

In the guide's POB i saw close to 11 atk/sec, and by copying the same configs onto my pob i have somewhere close to 8atk/sec, 3.98 without frenzy charges. However, it does not feel like that fast so I checked in game which only shows I am at a little more than 1.5atk/sec without frenzy charges out of combat and 3atk/sec with all 8 frenzy charges out of combat, which is way too slow for flicker strike to do any damage according to my understanding. I am failing to understand why it is this. I thought it may be due to the lack of mana, so I turned off Grace to gain more mana(leaves me with around 40% of total mana to play with), however it still does not go any faster. I checked the guide pob and he only has around 77mana as well. This is really frustrating because I checked all my gems and items which theoretically gives me that attack speed but the most I have ever had is 3atk speed/sec in combat, and I already have around 2.5 atk/sec out of combat.

Things included in the 11 attack rate in Guide PoB:

+1 maximum frenzy charge (20% ias)
Tanu Ahi unique gauntlets (10% ias, adrenaline for 25% ias, onslaught for 20% ias)
Flask with 16% ias during effect

Factors in your PoB that might drop off for 'out of combat'

Blood Rage (17% ias)
Ancestral Protector (20% more attack speed)



But even then, what you're saying doesn't sound right. You have a 1.4 aps weapon, x1.2 for Flicker Strike's base attack speed (1.68), x1.44 for Multistrike Support (2.42), x1.2 for 20% ias for your 1 minimum Frenzy charge (2.9).

I'm not sure why you would see less than 2.9 for your out of combat attack speed, unless maybe you were mistakenly looking at attack speed for the Basic Attack instead of for Frenzy Strike?
