Eye of winter projectile speed

I have a request basically for winter orb projectile speed to be increased alot now hear me out:
The awesome idea and interaction is to do with EYE OF WINTER + return projectile and theres alot of cool combinations to run e.g arcanist brand and adding chaos dmg to apply poison . I think it's a sweet interaction that makes a cool build but the main limiter is u need to stack a bunch of projectile speed before it works right. I tried a few setups but it felt a bit spread thin but its a build I'm still working on alot and thinking about. Anyway this league has been awesome so thanks! " You can do that yourself. Projectile speed tattoos exist and there's a dedicated support gem + anointments you can add to your build. Also, Phantasmal Winterorb quality adds 40% proj speed per 20% quality. Don't think the skill needs a buff in that department. Main issue is balancing cast speed versus skill effect duration while building DPS from my (limited) experience playing it The opposite of knowledge is not illiteracy, but the illusion of knowledge.
