Instilling Orb / Enkindling Orb drop rates are far too low

Why are these so dang rare? It shouldn't take until level 90+ in SSF, usually more like level 92, to automate your first 4 flasks.
Flask automation is being artificially gatekept for no good reason. This one has been long overlooked. I know Chris likes to play with the economy dials! Do itttttttt.
