Wind Dancer and Entropy

Wind Dancer keystone states "10% more chance to evade attacks if", and does not say "10% more evasion if". Does it really just mean "10% more evasion rating" or does Wind Dancer use this bizarre wording to mean it affects the entropy calculations of evasion?

I'm considering taking WD since I am using primarily DoT, and because I don't care about attack damage this just seems like a flat-out "more" modifier with no downsides I guess?

As described, Wind Dancer modifies chance to evade stat, not evasion rating. Chance to evade is calculated from defender's evasion and attacker's accuracy. With more chance to evade you get fewer attack hits, the entropy thing works the same with or without Wind Dancer.

The Keystone cares what damage you take.
