I can't Direct whisper for some reason

Hi, I logged in through my steam account, just levelled my character to 25, tried to use Bulk Item Exchange, but when I select the amount and press Direct whisper it says Invalid query; Your account is unable to use this feature. I have 2 characters on my account, lvl 17 and lvl 25, and I tried to delete cookie files, it didnt work for me.
