Ralakesh's Impatience (boots) + Conduit (Share charges) doesnt work

This is as intended. 'Share' here is a keyword that means "whenever [you] gain an endurance charge, a frenzy charge or a power charge, each party member within a radius of 120 units will also gain one charge of the same type". It does not fix their charge amounts to be what yours are. (https://www.poewiki.net/wiki/Conduit).

Setting your minimum charges to any amount doesn't count as gaining, so Conduit doesn't share the charges.
