If you're dual wielding, do "one handed" passives count?

Topic pretty much says it all. I'm a bit confused on this one and don't have passive points to test it out right now. Do you have to be just sword/board or 1-handed only to get the boost from these passives, or does it count that your mainhand is a 1 handed weapon?

Yes, dual wielding counts for "one handed" passives. You are, after all, using one handed weapons.
