when do vendors reset?

I understand that vendors reset their wares when you level up, I found that via searching.
However, I don't understand if that is the ONLY time they reset. Do they *also* reset after a certain time or under other circumstances? What about those Expedition (?) npc vendors, like Rog? They only reset when you level up. And Expedition only resets when you use the reset currency.

Regular vendors used to refresh every level up, this has been changed, iirc.
~ Please separate the PoE1 and PoE2 forums.
