Celestial Discharge not alternating correctly

I notice that Celestial Discharge never chooses the Dark version (I believe power charge consumption version) it only chooses Endurance or Frenzy charge. Kind of a let down that we only get to see 2/3 of an mtx we paid for.

To clarify, this happens when you have any minimum charges. Which in this case, I have minimum power charges.
