Life Mastery Skills cost life instead of 30% of Mana cost

I don't understand this life mastery node.
Skills cost life insteed of mana I understand. But what does this 30% of mana cost mean? I pay life for skills at 30% of their cost, or only if I have 30% bonus to cost from somewhere else?

Say your skill costs 10 mana. With that mastery, 30% of 10, or 3 mana, becomes life instead. So it will now cost 7 mana and 3 life.
This is very useful when you have most of your mana reserved. Having 30% less mana cost for your skills can free quite a bit of reservation efficiency for your auras.
Thanks. I'm still utterly confused by the wording. Why isn't it called "30% of Skills Cost Life instead of Mana"?

OK. But the 30% less mana cost comes from life then, right? It's not a discount.

Your wording would literally mean if I had 10 skills, 3 of them (no idea which 3) would cost life while the other 7 still cost mana.

While the cost comes from life, most builds have FAR more life than they have mana and with a little bit of leech/regen/etc, that part is essentially free.

True!
I do think "pay for skills using 70% mana and 30% life" would be much clearer though
