does it count the damage or is it just the movement speed?

Toxic Rain debuff slows and deals chaos DoT, so reducing its effect will affect both parts.

just wondering id use ashesh, diallas malefiction and 20% gem... thats 8 more arrows so the - to movement speed wont affect that much but its its -80% damage....
