Launcher stopping downloads on startup

When I start PoE, the launcher will often say it needs to download a 50 MB or so file. It'll get a random amount into the download, then freeze indefinitely. I'm able to close the launcher and reopen it, and the download starts at the point where it stopped, showing the correct amount remaining. I can get it to finish the download eventually by restarting it, but I'm having to do it five or six times every time I want to launch the game.

Didn't have this issue before this league. I've tried reinstalling but the issue has persisted.
