Vendor item upgrade

Is there a vendor recipe for upgrading items, for example turning in a ring of cold resistance along with other items and getting back a ring with higher cold resistance?

Yep yep, that part I had gotten. I just didn't know if there were a way to upgrade the rings, or if I just had to keep making new ones with new blue gems and iron rings.

A blessed orb will reroll the implicit cold resistance modifier on the ring. It may go higher, or lower (depending what roll the ring started with).
