gold modifiers at the bottom of some items

Hi everyone. Today I picked up a pair of boots that on the trade site had a few gold colored mods that made the boots amazing, like +30 extra movement speed etc. but when I got the boots all the gold mods were gone.

What are those and why were they gone when I got the boots? The guy wasn't trying to scam me because he didn't seem to understand what I was talking about when I asked him and he just gave me a refund right away.

I see a lot of these gold mods on other items so I don't know If I should just not look at those or what?

Okay, I'm an idiot. I just realized all the gold mods were just the ones I included in the "add stat filter". Wow, that was confusing.
