Blight and Legion monsters don't respect reflect immunity

Blight and Legion monsters still reflect damage despite I have 100% reduction of reflected damage

Reproduction steps:
1. Roll any map to have reflect affiks
2. Run it with either blight of legion scarab
3. Deal damage to Blight or Legion monsters
4. Die

100% reduction of reflected damage does not mean you are immune to reflected damage. Sources of increased damage taken (like shock) apply to reflected damage taken too.
I'm of the opinion that if it says reflected damage is reduced, it should be appropriately reduced.

The entire mod for reflect reduction needs to be reworked.

Monster life/HP/ isn't equivalent to player life. They may have millions, and a straight across conversion is going to one shot a player every time even with Max res without other mitigations.

I ran a sybil unique ring earlier this league to test it out. It was supposed to be 80% less reflect, and it still oneshotted me. Its entirely overtuned and pretty much just acts as an exclusionary device.

No shock or any other ailment harmful was on character
Legion monsters even was in stasis

All other map monsters was cleared without problems
