Please no, if I have mana issues there is already a mana regeneration tattoo, having more means getting the ones someone really needs becomes harder.

mana regeneration tattoo only applies to intelligence passives and is not of any use to most builds. I don't see how that would be bad when there are so many worthless tattoos like increased stun threshold, flat evasion and bleed avoidance

My maradeur has less than 1000 Mana so 3 flat regen is better for me than 0.3%
It would have to be a notable, otherwise you could slam a whole bunch of them into your passive tree using the timeless jewel keystone that makes it so you have no attribute requirements, allowing you to have almost nonexistent mana costs.
PoE players: Our game has a wide diversity of builds.

Also PoE players: The [league mechanic] doesn't need to be nerfed, you just need to play a [current meta] build!

MFers found strength in their Afflictions. They became reliant on them. I am not so foolish.
